>> tonight, big changes in our weather. a 50-degree temperature drop, and now a fast-moving storm

could bring snow to our area just in time for the morning rush. >> all this as floodwaters begin to reseed in communities pounded by heavy rain. we begin our coverage tonight with doug camry. . how much snow is coming and when? >> it's really amazing. what we're going to see in the next 12 hours and really in the next eight to nine hours. that's going to be the critical point here. you notice that little storm on the radar. that's exactly what this is. a very fast moving small storm, but it's going to make its way right across our area. you can see this one is all snow right now through portions of kentucky. they have have robs on the roadways in through eastern and northern parts of kentucky. not a lot of snow expected through this. we do not have any winter storm watches or warnings. so once again, this is not going to be a big event. but temperatures are cold. everybody now below the freezing mark. so anything that falls will not only fall as snow. i think most of this will stick

on the ground. and it may stick on the roadways, too. tomorrow's rush hour could be problematic. i'm goek to tie this around for you as we go in through the overnight right on into tomorrow morning. we'll have the latest for you in a couple of minutes. and again, tomorrow morning, news 4 today starting at 4:00 a.m. we'll have the latest on the weather. >> the high water led to eight rescues in montgomery county today. one driver was pulled off the roof of a car this morning. a short time later in brookville, rescuers attached to ropes waded through the water to reach another driver who had gotten stuck. >> still a flood warning in effect in loudoun county in virginia. water ran right over this bridge. some people waited more than six hours for those waters to reseed enough to get across. a lot of roads in loudoun are still closed tonight. >> the storm is now responsible for at least one death.

a woman drowned when the heavy rain flooded a homeless camp in laurel, maryland, overnight. it happened before officials opened flood gates on the river to relieve pressure caused by the storm. tonight, the water is beginning to reseed and beginning to reveal some of the damage left behind. erica? >> doreen, the voluntary evacuation that was set into place has now been lifted. people have left the shelters, they're back in their homes. and i want to show you a picture because things are starting to look drastically different. take a look at this. i took this picture about 7:00 this evening. this is the very spot that i'm standing in right now. now, let me move out of the way so you can see what's behind me. the same parking lot, drastically different. you couldn't even see the parking spaces before. now there's loads of debris, but there's still a lot of caution to heed. have you ever seen the water this high? >> no, never. >> reporter: laurel city under water.

>> i just did not expect the amount of rain we had gotten. >> landmarks all but covered up after a heavy down four that stard last night and continued into the morning. >> thing the got so bad, water had to be released to release the water that crested at 12 1/2 feet. and a homeless woman's body was found floating in the city's outer limits. >> you've just got to keep a watch, you know, what's going on. how can you sleep if you know water is rising outside. >> reporter: this is nothing new for folks in blood prone areas. this car lot whose cars are normally parked around this area, they pushed them several feet back just to be on the safe side. this is down the street from where debbie lives.

>> there's a playground and a walkway over here? >> oh, yeah, absolutely. we'll see if the waters have reseeded and they'll see if they need to resalt the parking lot. erica gonzalez, news 4. >> thanks, erica. in states to the west, snow is already being blamed for two massive traffic pile-ups. investigators believe whiteout conditions caused this accident on a detroit freeway. two people were killed in that crash after tractor trailers collided with smaller vehicles in a chain reaction. changers rushed in to rescue drivers in a 40-car pile-up near indianapolis. it happened on i-70 out there. in one scene, a man was trapped

in his car. other people grabbed a saw from a crashed work truck and cut him loose. only minor injuries in that accident. >> now a new effort to curb crime in d.c. and it could impact what you're allowed to wear. why one local leader wants a popular winter accessory banned. >> as you know, most people wear ski masks like this one right here to stay warm in the gold. but an advisory neighborhood commission member wants to ban ski masks city wide because she says criminals use them to hide their identities. >> men robbed a store dresed in ski masks. >> it seems ski masks are used fairly often in hold-ups and assaults. >> wheeler is an advisory neighborhood commission member. she wants the d.c. council to find a way to restrict ski masks sales to help stop crimes.

>> criminals don't want to be identified otherwise they wouldn't be wearing the ski masks and they uldn't run away. >> d.c. law already bands people 16 and older from wearing ski masks from this one right here while they're committing crimes .. only two juvenile cases have been prosecuted for wearing ski masks while wearing crimes. and tonight, the u.s. attorney's office was unable to give us data showing how many times people were prosecuted under the law. >> i don't think that banning ski masks is going to reduce robberies in the district of columbia. >> council member phil m mendelson. people are allowed to wear headgear to protect themselves in the cold. >> and suppose ski masks were banned. what's next? scarves? >> wheeler realizes the ban might be unconstitutional, but something needs to be done to protect crime in the district. >> it's one of many, many, many tools that could -- that should

be explored. . >> live here in northwest d.c., news 4. breakingews out of phoenix, arizona, right now. crews are battling a huge fire at a 7-eleven. so far, no prort reports of inj it could be several hours before they put this thing out. no word on what sparked the massive flame. >> breaking news in mexico city tonight, 14 people killed, dozens others wounded. questions now are swirling around the blast. it hit one of latin america's biggest oil companies. wendy reeger with the latest from our news 4 live testing. >> this is homed to mexican o-owned oil company pimex. the death toll is expected to rise.

mexican authorities still haven't given any reason for the explosion. but here's what they do say they know. this blast started in the basement garage of a second building that is next to this 52-story tower. it's connected to -- pimex owns both of them. witnesses say the building started to shake and then the electricity went out. military forces have been surrounding the building all night, as you can imagine, and they're searching to find any people who may have gotten trapped inside. they have pulled some people out. and emergency officials are saying the building is now extremely delicate. ironically, just hours before this explosion, pimex sent out tweets reporting a reduction in the number of accidents at its refineries in the recent years. and again, no word on what caused this deadly explosion in mexico city. jim, doreen? >> thanks, wendy. the. the prince george's county fire department is launching an

investigation now into a crash on the beltway. the crash led to a firefighter who had his arm amputated. it happened yesterday when west ladham hills fire department engine made a u-turn. that's legal for emergency vehicles, but investigators are look into see whether the department's own rules on u-turns would have allowed that. the crash injured five people, stalled traffic on the beltway for hours. >> metro is apologizing tonight for that mad commute home on the green line last night. instead of cutting power to a stretch of smoking track, a transit employee shut down power to a section of track carrying two trains. that trapped a whole bunch of riders. some go so upset they got off and started walking in the tunnel. early reports from metro claimed emergency responders made the error. metro's general manager apologized today saying the response was not good enough. customers agree. >> i pay almost $300 a month just to get on metro to come

back and forth every day. it's not reliable at all. and the communication is horrible. >> metro says there's an investigation under way into all of the factors that led to the mess. >> one of the most experienced members on the d.c. council is gearing up for what could be a bid for the mayor's office. ward 6 councilman tommy wells plans to launch what he called an exploratory committee on monday. he says that committee does not guarantee that he'll run for the mayor's office in 2014. but he says he will make an official decision this spring. mayor vincent gray has not jet announ -- yet announced whether he will run for re-election. >> mistaken identity tonight. a family takes legal action after their 7-year-old was pulled out of school and arrested. >> tell you why a popular d.c. bar is shutting down for good. >> beyonce

>> new video tonight shows a daring smash and grab in florida. police say a man rammed his car into a ft. myers jewelry store yesterday. once inside, the man smashed open display cases and made off with some pricey items before speeding off. a fight over lunch money ended with a $250 million lawsuit against the city of new york and the police department there. the cops there arrested a 7-year-old boy at his public school in the bronx. it happened back in december. the kid was accused of taking

another student's lunch money. now that boy's family is suing. they claim the boy was wrongly accused, humiliated anticipate interrogated for hours. his lawyer argues that it never would have happened in a more affluent neighborhood. >> do you think he would be arrest the. do you think he would be chained like an animal for 6 six hours to a wall in a precinct, interrogated, called a thief? >> new york city police have not yet commented on that lawsuit. >> social media is buzzing tonight about beyonce's bold statement to silence critics after last week's inauguration performance. ♪ and the rockets red glare the bombs bursting in air ♪ ♪ any questions? >> she sang live at a super bowl news conference today, but she admitted she had the help of a

prerecorded track during herren decision here in d.c. she said she just wanted to ensure the best possible performance for the inauguration. but she does not plan to do any lip syncing during the super bowl halftime show on sunday. we've also learned that jennifer hudson will perform before the big game sunday with a choir from sandy hook elementary school. hudson will sing "america the beautiful" with 26 children from the school in newtown, connecticut. the group will pay tribute to the 20 children and 6 adults killed in that awful rampage last month. tonight, the third edition, a restaurant, shutting down after more than 40 years. that restaurant opened on wisconsin avenue near m street back in 1969. the restaurant's website points out that the main bar there was featured in that 1980s movie,

"st. elmo's fire." >> from 65 degrees last night? >> 72. >> to snow on us tomorrow morning? >> that's right. and all you have to do is switch that number around from 72 yesterday to 27. that's the current number in gaithersburg. we are very cold. a 50-degree temperature drop when you add in the wind chill. that's what we're seeing out there right now. yes, a little bit of a storm system is moving in. and it is cold enough that this will all be snow overnight tonight into early tomorrow morning. but once again this is not a big storm. it's very similar to what we saw last week. 34 degrees, that's the current number. wind chill sitting at 29 right now. winds only out of the wet at 26 miles an hour. but it doesn't create much of a wind to create a wind chill a little bit colder. 29 right now in baltimore. and look at the wind chills. frederick at 30 degrees for a temperature. how about 20 degrees right now. 21 for the wind chill. 24 in leesburg. 24 in fredericksburg.

it's a very cold night. it's going to be a very cold morning. radar picture all clear. until you go just to the west. it's moving very quick in through portions of west virginia, parts of kentucky. traffic issues throughout the evening there. so that system is moving that way now. it is going to move in here just in time for the morning rush. we saw two of these systems last week. one affected the morning rush, one the afternoon rush. both did cause some problems. most of them were minor. that's what i expect tomorrow. the cold, windy conditions have been here all day long. but watch what happens. here comes our little system. once again, a little system that brings enough snow at 5:00 a.m. that's a critical time period. and most of this will stick. the storm system moves out very quickly. in behind it, we have cold and rather breezy conditions. that will stick around for the day on friday and on saturday. before our next little storm system moves in, that one, too,

will create a little bit in the way of snow. late saturday into the day on sunday. that as well not a very big system. let's break down what we're going to see tomorrow. about a coating to half an inch in some locations. notice half an inch towards annapolis. most of us just seeing a dusting or a coating. but with very cold roadways, it's not going to take a lot to create some problems out there on the roads. 11:00 in the morning, this is out of here. we're starting to see some sunshine. any snow we do see will quickly melt. 35 for a high tomorrow. 36 op your saturday. there's that next chance of snow coming up on sunday with a high of 43. 40 degrees coming up on monday. and then we move into the day tuesday. yes, we could see another chance
